实施电子散热器产品质量监督检查判定产品质量的依据：
（1）凡属强制标准调整的产品，产品质量监督抽查均以国家或行业强制性标准衡量和判定企业产品质量是否合格。达到强制性标准要求的，为合格产品，否则为不合格产品。
（2）凡属推荐标准调整的产品，产品质量监督抽查依据【中华人民共和国产品质量法】第二十六条“产品质量应当符合在产品或者包装上注明采用的产品标准”的规定实施。使用明示标准作为判定依据有两种情况：
a.凡企业明示依据国家或行业推荐性标准组织生产的产品，产品质量监督抽查按企业明示的该国家或行业推荐性标准判定其产品质量。
B.凡企业明示依据企业标准组织生产的产品，产品质量监督抽查则按照企业明示的该企业标准判定其产品质量
Implementation of electronic radiator product quality supervision and inspection to determine the basis of product quality:
(1) For products subject to mandatory standard adjustment, the quality supervision and random inspection of products shall be measured and determined by the mandatory standards of the State or industry for the quality of the products of the enterprise. Those who meet the requirements of mandatory standards are qualified products, otherwise they are unqualified products.
(2) For products subject to the adjustment of recommended standards, the supervision and random inspection of product quality shall be conducted in accordance with the provisions of Article 26 "Product quality shall conform to the product standards specified on the product or packaging." There are two situations in which explicit criteria are used as a basis for determination:
A. Where an enterprise expressly organizes the production of products according to the national or industry recommended standards, the product quality supervision and random inspection shall determine the product quality according to the country or industry recommended standards stated by the enterprise.
B. Product quality supervision and random inspection shall determine the quality of products produced by an enterprise expressly according to the enterprise standards
